Descriptive videos are like the ones available at your local video store, but with the enhancement of a narrator that describes the visual elements of the movie - the action, characters, locations, costumes and sets - without interfering with the movie's dialogue or sound effects. The library charges a $20.00 non-refundable deposit for this service and vidoes are loaned only to legally blind or visually impaired individuals in Utah and Wyoming who are active patrons of the library. These videos can be played on a regular VHS video cassette recorder (VCR) and a television. The library does not provide or loan any VCRs or TVs. Patrons must have their own equipment.
- Borrowers must be active, registered, users of the Program for the Blind and Disabled. Borrowers must be blind or visually impaired residents of Utah or Wyoming. Those under 18 may borrow videos with a parent or guardian's permission and signature. Physically handicapped and learning disabled patrons are not eligible to borrow descriptive videos. Residents of states other than Utah and Wyoming are not eligible.
- All borrowers must complete, sign, and return the Descriptive Video Borrower Registration Form. Borrowers under 18 must have the signature of a parent or guardian.
- There is a $20.00, nonrefundable, registration fee. Checks should be made out to the Utah State Library Division. If a video is lost or damaged, this fee will be used to replace the video. The borrower must then pay $20.00 prior to resuming video service. After payment of the fee, there are no charges for checking out videos.
- Each borrower or household may borrow no more than two videos at a time. Borrowers may not check out another video until one of the two videos currently checked out is received and checked in by the library.
- The loan period is 14 days. There will be no renewals.
- Videos are loaned to individuals only and are intended for personal home use only. They are not intended for group viewing. Videos will not be loaned to organizations, groups, nursing homes, libraries, schools, or teachers.
- Videos may be requested in person at the library, by telephone, email or by mail. A video will be sent from the available stock at the time of the request or when the video becomes available.
- Request lists can be maintained by the library, however, no reserves for specific dates can be accepted.
- Videos will be mailed Free Matter for the Blind or Handicapped. Borrowers should return a video by turning the address card over so that the library's address is facing up. No postage is required.
- Abuse of the video lending service, such as repeated overdues or damaged tapes, may result in suspension of video service to a borrower.
